Not true. 3.0 supports both tethering and MMS just fine, even on AT&T. You just need to download (or get pushed) a new Mobileconfig file that sets the service endpoints to the correct servers at AT&T.
yes, we’re quite able to use MMS on 3.0 (and 3.0.1) here in the UK with O2. It’s possible that Apple will need to push out a Carrier Update, to set the APNs, on the handset, but that’s just a profile – not a whole new OS update.
